The United Republic of Tanzania is undergoing an Integrated Validation Activity (IVA) during the ongoing ICAO Regional Office Assistance (ROST) Mission which started on Monday 16th December 2019.
The five days activity is being conducted through the ICAO East and South African (ESAF) office based in Nairobi, Kenya by three auditors; Mr. Artheon Ndikumana the Deputy Regional Director, Mr. Milton Tumusiime the Regional Officer and Mr.Papa Issa Mbengue the Regional Officer.
The Auditors are reviewing the status of implementation of the Universal Safety Oversight Audit Programme � Continuous Monitoring Approach (USOAP CMA) Corrective Action Plans (CAPs) and collecting evidence for selected Non-Satisfactory Protocol Questions (PQs) in the area of Personnel Licensing (PEL), Flight Operations (OPS), Airworthiness (AIR) and Aerodromes and Ground Aids (AGA). The general areas of Organization (ORG) and Legislation (LEG) will also be reviewed during this period. The data collected will then be validated by the Oversight and Audit Section (OAS) at ICAO Headquarter and subsequently, a report will be sent to TCAA with an updated Effective Implementation (EI) in due time.
This activity is conducted two years after the Integrated Coordinated Validation Mission (ICVM) which was conducted in the year 2017 where the State's oversight capability raised to 64.59% EI from the 37.8% EI which was attained during USOAP CMA Audit conducted in 2013. With this increase in performance Tanzania received an ICAO President's award.
The TCAA Director General, Mr. Hamza S. Johari said, The United Republic of Tanzania is determined to enhance its safety oversight Capability and performance by continuously investing in human resource capacity building and improved air navigation infrastructure to meet rapid changes and development in the fast growing aviation industry.
